What is the process for International arrivals?

All international arrivals process through Customs and then exit into a non-secure area.  It is a U.S. government rule that all arriving international passengers must be re-screened, even if they are transferring to the same airline.  This practice is the same at all U.S. airports.  The only exception is for Canadian passengers; U.S. bound customers in Canada are pre-screened and they do not process through Customs here at PHX.
